Hiring an Offshore Meta Ads Specialist: Options, Costs and Assessment
The short answer:
There are four main ways to hire or access an offshore Meta Ads specialist:
1. Use a specialist offshore staffing provider if you want a dedicated, long-term team member but do not want to handle overseas recruitment, payroll, equipment and employment support yourself. At Team Virtual, we recruit and support offshore Paid Social specialists for digital agencies while the agency selects the person and manages their day-to-day work.
2. Recruit directly through LinkedIn or job boards if you want maximum control and are comfortable managing sourcing, assessment and the international employment or contractor arrangement yourself.
3. Use a freelance marketplace such as Upwork or Fiverr if you need flexible, project-based or part-time Meta Ads support.
4. Use a paid social agency or outsourced provider if the real requirement is campaign delivery rather than another person joining your internal team.
The best route depends less on where the specialist is based and more on how much ownership, capacity and integration you need.
Once you have chosen the route, the more important question is whether the person can actually own Meta performance: not only when campaigns are working, but when results deteriorate, tracking becomes unreliable or the creative needs to change.

How to hire an offshore Meta Ads specialist in 6 steps
1. Define what you actually need them to own
“Meta Ads specialist” can describe very different roles.
One agency may need someone primarily responsible for campaign setup, optimisation and reporting. Another may expect the same hire to contribute to strategy, budget allocation, creative testing, tracking, dashboards and client calls.
Before sourcing candidates, separate the brief into:
What must they own? What must they understand? What will they collaborate on?
For example, a Meta specialist should understand creative well enough to tell a designer which concepts or hooks need further testing. That does not necessarily mean they should also be the designer producing every asset.
The same applies to tracking. A senior specialist should understand Pixel, Conversions API and attribution well enough to recognise problems and work with technical teams, without necessarily being the developer implementing every integration.
One mistake we repeatedly see is agencies trying to combine Meta, Google, TikTok, design, copy, analytics and tracking into a single “unicorn” hire. A narrower brief usually produces a stronger shortlist.
Capacity matters too. What initially sounds like ten hours per week can become considerably more once optimisation, reporting, client calls, creative feedback, launches and troubleshooting are included.
2. Choose the right hiring model
There are four main ways to access offshore Meta Ads talent. The right option depends on whether you need flexible support, a dedicated team member or the function itself delivered externally.
Hire through a specialist offshore staffing provider
A specialist offshore staffing provider combines recruitment with the infrastructure required to support the person after they join.
With Team Virtual, for example, the agency gives us the requirement and we recruit against the actual environment the Meta Ads specialist will work in.
That can include:
- ecommerce vs lead-generation accounts;
- client industries and markets;
- typical monthly budgets;
- number of accounts they will own;
- creative support available;
- tracking and attribution requirements;
- client-facing expectations;
- UK or US working hours;
- reporting requirements;
- and how independently the person is expected to operate.
Candidates are screened and assessed before the agency interviews and chooses who it wants to hire.
Once selected, the specialist works directly as part of the agency while Team Virtual handles the local infrastructure around the placement, including recruitment, employment support, payroll, benefits, equipment, leave administration, HR and ongoing support.
The person is dedicated to the agency rather than being shared between unrelated clients.
The talent is offshore, but the work stays in-house.
This model generally makes the most sense when you need someone long term, consistently utilised, integrated into your processes and expected to build knowledge of your clients over time.
Team Virtual normally aims to present 2–3 vetted candidates, with a typical brief-to-placement timeline of around 1–2 weeks and some placements possible in as little as seven days. There is no upfront recruitment fee.
The trade-off is straightforward: a managed staffing rate will cost more than the employee's underlying local salary because it also covers recruitment and the infrastructure around the placement.
If you already have payroll, HR, equipment and employment capability in the country you are targeting, direct recruitment may be more economical.
For a deeper comparison, see Offshore Staffing vs Outsourcing for Digital Agencies.
Recruit directly
Direct recruitment gives you maximum control over sourcing and employment.
It can be the most economical long-term route if you already know the market and have the ability to handle contracts, payroll, benefits, equipment and local HR yourself.
Use a freelance marketplace
Platforms such as Upwork work particularly well for audits, short projects or fractional Meta support.
Freelancing is not a worse hiring model. It solves a different staffing problem.
If you expect someone to be available every day, attend client meetings and take long-term ownership across multiple accounts, make sure the working arrangement actually provides enough capacity for that expectation.
Outsource Meta Ads delivery
If you do not actually want another person inside your team, an outsourced paid-social agency may be the better option.
You are buying delivery rather than hiring capacity.
3. How much does an offshore Meta Ads specialist cost?
Domestic salary averages are not always a useful benchmark for internationally competitive Meta Ads talent.
A specialist with strong English communication, UK or US client experience, agency experience, client-facing capability and the ability to work international hours is competing in a global remote market rather than only against local advertising roles.
The number you should budget also depends on how you hire them.
Direct-hire compensation
The ranges below are indicative planning benchmarks for internationally capable remote marketing talent, rather than fixed national Meta Ads salary averages. They reflect broader remote-market compensation evidence alongside Team Virtual hiring observations where applicable.
For Pakistan, Team Virtual's own hiring experience with internationally capable marketing talent has broadly fallen around:
Junior — $500–$700/month
Mid-level — $700–$1,000/month
Senior — $1,000–$1,500+/month
Stronger specialist and senior candidates can reach approximately $2,500/month or above, particularly where the person brings deeper international, strategic or client-facing experience.
These are Team Virtual hiring observations rather than national salary averages.
That distinction matters. Plane's wider remote Social Media Specialist data currently shows a very broad Pakistan distribution, from about $6,547/year at the 10th percentile to $24,054/year at the 90th percentile, illustrating how dramatically remote-market compensation can vary even within one country.
The same pattern exists across India, the Philippines, Colombia and South Africa: remote-market salary distributions are wide, so country alone is not enough to price a candidate.
If you need a broader comparison of sourcing markets and compensation, see Best Countries to Hire Remote Marketing Talent.
Freelance pricing
Upwork currently reports typical historical worldwide rates of approximately $15–$40/hour for Facebook and Meta Ads specialists. It also shows ongoing campaign-management projects commonly ranging from roughly $500–$2,000, with more comprehensive strategy work costing more.
See Upwork's Meta Ads pricing benchmark
Hourly freelance pricing should not be compared directly with the effective hourly cost of a full-time employee.
Shorter commitments and fewer guaranteed hours usually command a higher hourly rate because the specialist carries more utilisation risk.
Dedicated offshore staffing
Team Virtual's current dedicated Paid Social rates are:
Junior — £10/hour
Mid-level — £12/hour
Senior — £14/hour
The rate includes the infrastructure around the placement rather than representing the employee's salary alone.
That includes recruitment, payroll and employment support, benefits, equipment, leave administration, HR and ongoing client support.
See Team Virtual's Paid Social hiring model.
Compare like with like
If you recruit directly, the employee's salary is only one part of the cost.
Depending on your setup, you may also need to account for:
recruitment + contracts + payroll/payment administration + benefits + equipment + leave + HR + replacement risk + management time
If you already have that infrastructure, direct hiring may produce the lowest overall cost.
If you do not, comparing a local employee's base salary with an all-inclusive staffing rate is not a like-for-like comparison.
For more on the cost structure, see our Offshore Marketing Specialist Cost Guide.
4. Assess experience and judgement, not just platform knowledge
A strong Meta Ads interview should establish what the person has personally owned, rather than what an agency or wider team delivered around them.
Use a framework like this:
Do not judge candidates only by the largest budget on their CV.
In our experience, range can tell you more than the headline number. Someone who understands the constraints of a £1,000 ecommerce account and has also worked with £100,000+ monthly campaigns has operated with very different room for testing, optimisation and scaling.
Also ask how many accounts they have owned simultaneously. Managing one large account does not automatically prove that someone can handle six or eight agency clients with different deadlines, budgets and reporting rhythms.
And ask about campaigns that didn't perform.
Strong specialists become particularly valuable when CPA rises, leads disappear or scaling stops working. You want someone who investigates what changed, finds possible causes and recommends a way forward rather than simply reporting that performance is down.
Creative judgement matters too. They may not create the assets themselves, but they should be able to tell a creative team what appears to be working, what is fatiguing and what should be tested next.
Current Meta knowledge still matters. Meta's own training increasingly centres AI-supported Advantage+ campaign solutions, while its Blueprint material continues to cover creative performance, Pixel and Conversions API.
As Meta automates more of the mechanics, human judgement becomes more important, not less.
5. Combine interviews with a practical assessment
Do not rely entirely on certifications or theoretical interview questions.
Start with an interview covering:
- accounts they personally owned
- industries and markets
- smallest and largest budgets
- ecommerce vs lead generation
- results
- reporting responsibilities
- remote-work experience
- client exposure
- number of simultaneous accounts
Then give the candidate a realistic scenario based on the work they would actually inherit.
Where possible, anonymise data from a current or previous client campaign and ask them to review it.
You are looking at:
- what they notice
- what information they ask for
- what they investigate first
- how they prioritise
- what they recommend
- why they recommend it
The goal is not for them to reproduce exactly what your existing team did.
It is to understand how they think.
Then ask them to record a short Loom explaining their findings and recommendations as though they were presenting them to the client.
That tests technical judgement and communication at the same time.
At Team Virtual, we assess these separately. Someone can be technically excellent and still struggle in an agency if they cannot explain what is happening without burying a client in Meta terminology.
A useful follow-up after any technical answer is:
Now explain that to me as if I were the client and didn't work in paid media.
6. Check whether they can operate inside your agency
The strongest agency hire is not just good inside Ads Manager.
They also need to work with account managers, creatives and clients while managing competing priorities.
Communication is one of the clearest differences we see between candidates who look good technically and specialists who become trusted long-term team members.
So is ownership.
Sometimes accounts simply do not perform. Strong specialists troubleshoot, find workarounds and keep looking for solutions rather than waiting for somebody else to tell them what to do.
Reporting is part of that ownership too.
The client should not need to chase the specialist asking what happened to their money that month. Good hires maintain reporting rhythms, keep dashboards current and surface important changes before somebody asks.
That becomes even more important offshore.
With remote talent, visibility is part of the work.
Meetings, huddles, proactive updates, reporting and early escalation make the work visible even when the person is on the other side of the world.
Remote success is built on visibility, not surveillance.
Once hired, use individual Meta Business Portfolio access, appropriate permissions and two-factor authentication rather than shared credentials. Meta's current training continues to emphasise account security, signals and measurement as part of the advertising environment.
How Team Virtual places Meta Ads candidates
Team Virtual recruits offshore marketing specialists specifically for digital agencies.
Our typical process includes:
CV and experience review → recruiter interview → communication assessment → personality assessment → technical interview → practical assessment → client interview
For Meta and Paid Social candidates, we look particularly closely at campaign ownership, budget range, industries, client markets, troubleshooting, reporting, creative collaboration, current platform knowledge and communication.
We deliberately ask candidates to explain technical paid-media decisions in straightforward language. An agency does not only need someone capable of diagnosing an account; it needs someone capable of explaining what happened, why it matters and what happens next.
We normally present clients with 2–3 vetted candidates rather than sending a large stack of CVs for the agency to screen itself.
For many roles, the process can move from brief to placement in around 1–2 weeks, with some hires possible in as little as seven days depending on the requirement and candidate market.
There is no upfront recruitment fee.

Final recommendation
Hiring an offshore Meta Ads specialist comes down to three things:
Define the role properly. Choose the hiring model that fits the workload. Assess whether the person can genuinely own performance.
Do not choose someone simply because they have managed the largest advertising budget, hold the most certifications or know every part of Ads Manager.
For an agency, the best specialists combine platform knowledge with troubleshooting, creative judgement, communication and ownership.
They can run the campaigns, but they can also explain the results, work with your wider team and take responsibility when performance does not go to plan.
Hire for judgement, ownership and communication, not just familiarity with Ads Manager.
Frequently asked questions
Who is responsible for data and account security?
The agency should retain ownership of its Meta assets, client accounts and data.
The specialist should be given their own individual access rather than shared personal credentials, with only the permissions required for their role. Two-factor authentication should be enabled, and access should be removed immediately when someone leaves.
If you hire through Team Virtual, the specialist works inside your agency's systems and processes rather than taking the accounts away to an outsourced delivery environment. Along with this, we provide a secure network and dedicated company laptop, with communication only on official encrypted channels such as official Team Virtual emails, slack, etc.
How are working hours tracked?
That depends on the hiring model.
With freelancers, hours are usually tracked through the marketplace, a time-tracking platform or agreed deliverables.
With a dedicated hire, the agency should agree working hours, availability, reporting expectations and how time will be recorded before the person starts.
Team Virtual placements include time tracking and ongoing support, giving the agency visibility into working hours without relying on constant screen monitoring.
Who provides the laptop, internet and other equipment?
If you hire directly, this is something you need to decide and arrange yourself.
With Team Virtual, equipment and the wider working infrastructure around the placement are handled as part of the service, including laptop and internet support where applicable.
This matters more than it may seem. A strong Meta Ads specialist still cannot perform reliably if their equipment, connectivity or working environment is inconsistent.
Can an offshore Meta Ads specialist work UK or US hours?
Yes, but this should be agreed during recruitment rather than assumed after the hire.
For UK agencies, markets such as Pakistan, India and South Africa can often provide workable overlap with UK business hours.
For US agencies, the Philippines and Latin America can offer useful working-hour alignment, while candidates in other markets may also choose to work US schedules.
Team Virtual recruits against the actual working hours required for the role, including UK and US schedules where practical.
Who handles contracts, payroll and employment compliance?
If you recruit directly, your business is responsible for deciding how the person will be engaged and for handling the appropriate contracts, payroll or contractor payments, local requirements and ongoing HR administration.
With a specialist offshore staffing provider, much of that infrastructure is handled for you.
Team Virtual manages the employment and support layer around its placements, including payroll, HR, benefits, leave administration and ongoing support, while the agency manages the specialist's day-to-day work.
This is one of the main reasons a managed staffing rate should not be compared directly with an employee's underlying local salary.
What happens if the hire doesn't work out?
This should be clarified before you commit to any offshore staffing provider.
With direct hiring, the recruitment and replacement process sits with you.
With Team Virtual, replacement support is part of the wider service, so the agency is not simply left to restart the search alone if a placement does not work out.
